Geting your money back from a race director can be a royal pain sometimes. Last time I had an issue I asked my tri friends and some of them knew the guy and told me the best way to deal with it and I got my money back. After that I started paying through Active for all races. Ask around and see if anyone knows the guy and can put you in touch. I would also email Active and see what they tell you. Good luck.
